           In maintain.texi it says:
    
         For large changes, ask the contributor for an assignment.  Send per a
         copy of the file @file{request-assign.changes}.  (Like all the
         @samp{request-} files, it is in @file{/gd/gnuorg/Copyright} and in
         @code{gnulib}.)
    
           But on Fencepost, we have two directories -- one called
           /gd/gnuorg/copyright and one called /gd/gnuorg/Copyright.  The lower
           case variant contains the actual agreement, while the capitalized one
           contains the request.  This has caused my confusion on a few
           occasions, is there anything we could do to make this slightly
           clearer?
    
       What about moving everything to ~gnuorg/Copyright/, which is the
       directory mentioned in the standards?
    
    The only drawback I see with that is that maintainers can get confused
    as to which document to use.  The agreements are for the FSF to send
    out, and I don't know if anyone at the FSF has some hardcoded names
    pointing to the lower-case variant?
