[Bug-stow] stow's parent() can't handle '/'

Hi,

stow doesn't work properly from a "/stow" directory (such that the common
parent is "/") because it attempts a "chdir()" instead of "chdir('/')",
creating links below the user's home directory instead of in /bin,
/sbin etc.

I've fixed it for me with this change:
