[Bug-tar] man page correction

Version: tar (GNU tar) 1.14

The man page says this:
-h, --dereference
       don't dump symlinks; dump the files they point to

When it should actually say something more like this:
-h, --dereference
       follow symlinks; archive and dump the files they point to

The current man page had me confusedly searching for another option,
until I just tried to create an archive with "-h" and it followed
symlinks as I wanted.
