Some source files in the GNU tar project use UTF-8; others use Latin-1; still others use UTF-8 in some places and Latin-1 in others (which is quite awkward). Would anyone object if I changed the source files to use UTF-8 uniformly? It seems to be a better long-term choice than Latin-1. The main technical objection I know of against UTF-8 is that older Emacs versions can't handle it well, but this is a relatively minor problem these days.
