[Bug-tar] --exclude-cache option

Hey,

I'm a bit curious about the --exclude-cache option, should it exclude
the CACHEDIR.TAG file too?  

I find that a bit unfortunate since if you create the cache tag file
manually, then restore your backup, any cache tag files will be lost
and on a consective backup you will end up backing up stuff that you
don't want to.
