Thanks for the quick answer.  Sorry, I did search the bug-tar
archives without result before reporting.
I can confirm that the test suite passes for version 1.15.91
under the same conditions that 1.15.1 failed.

P.S.  You might consider adding a note that the disk space
requirements for running the testsuite have increased by
almost an order of magnitude, from <65MB to about 0.5GB.
