Oh great, now I can't reproduce the symptoms..
and now I can overcome problems with @LongLink by using gnu tar.
Anyway, here's my theory.
Some set of #define macros lead the system headers to be out of whack
and the key I think
is that the some headers think_X_OPEN_SOURCE is defined and some don't.
Its just a guess.
One thing to mention, between now and reporting the symptom to bug-tar,
I patched the OS to the latest patch from HP, so this might have been a
problem
only seen by an unpatched OS.

I think it's the _XOPEN_SOURCE and/or _XOPEN_SOURCE_EXTENDED
problem that so many people have with HP-UX socket headers
