Yes, as far as it does not begin with a continuation from the previous
volume, which is just the case with:

If you wish to extract that particular file, you'll have to start from a
previous volume (or the one several volumes before, depending on the
size of that file), and give all members where this file is stored with
subsequent -f options, e.g.:
# tar -xv -f /disks/sunny1/system/2005.tar-23 -f
/disks/sunny1/system/2005.tar-24
