Well I had some trouble getting bootstrap script in cvs to finish
(gives me couple of errors), so I just applied the patch to release
1.21.
It patched with no problem, however it does *not* work - tar still
recursively dumps the folder.
I ran the following two tests (where "snapshot" does not exist):
1. tar --create --file=tmp.tar --no-recursion --listed-incremental=snapshot /dev
2. tar --create --file=tmp.tar --no-recursion /dev
