bug-tar is moderated. If the particular reply you are referring to
happened to come through an address that the moderator had not yet
white-listed, then yes, that is a normal delay, due to the human in the
loop. But once an address has been white-listed by a moderator, delays
should typically be at most a couple of minutes, rather than hours; if
it keeps on happening to you, it may be worth forwarding your mail (with
headers intact and an explanation of why you did the forwarding) to
bug-tar-owner AT gnu DOT org to see if the list owner can help track
down any configuration issues on the list server side of things that
might be causing extreme delays.
