I noticed that tar from git install pt_chown in libexecdir;  this was
introduced by the commit b0902369e78 which made GNU tar dependant on
'grantpt' gnulib module.

I am not really sure that this binary should be installed as the
dependency exist imo just for testsuite purposes.  Pinging about this
because of upcoming release.
