What happens if you export the environment variable
ACCEPT_INFERIOR_RM_PROGRAM to "yes", and re-run configure?
If that works, it's probably good enough.
With that it (1.28) gets further (passes the makefile gen, I guess), and starts building, but then dies during the build. Log attached.
