I'm pretty sure that installing gettext also installs libintl, and
that either libiconv or libintl (or maybe the two together) cause the
problem.  In particular, if I configure with --without-libiconv-prefix
and --without-libintl-prefix, then the error does not occur (though
"make check" gives some errors when I configure that way).

Tell me how, and I'll do it and report the results.  I don't use a
debugger often enough for me to be confident without some help.
