Setedit and Infview both can read the gawk.info file in gawk 3.0.6, which
has several occurrences of "Ref:". Therefore I presume that both can do
anchors.
Some of the footnotes in that file don't look right. There are occasionally
extra letters at the end of the last line. But the pgms don't choke.

Yes. Both setedit and infview do choke on other footnotes in the
texinfo.info file. (I tried the ones under the nodes that describe how to
write footnotes.)
