Well, RET does run a command called select-reference-this-line...

What would you suggest that it does?  Goes backwards searching for
the beginning of a cross-reference?  How much should it search? 1
line? 2 lines? 10?

(I'm not trying to be funny, just to figure out what would be a
resonable alternative to the current behavior.)
