Hi,

    I have OpenBSD 3.2 and i need build build all with the command "make build".

There is no target "build" in the original Texinfo distribution.  It
must be something openbsd added.  I don't know anything about how
openbsd has tinkered with texinfo.  You need to talk to whoever
integrates texinfo for openbsd, or use the original distribution from
ftp://ftp.gnu.org/gnu/texinfo/

    "Makefile", line 421: Need an operator

There is no way we can know what is at line 421 of your Makefile, so
you'd need to send the Makefile.

    /usr/src/gnu/usr.bin/texinfo/Makefile.bsd-wrapper).
    *** Error code 1

This looks like BSD make.  Please try GNU make.

Be sure you have the latest version of gettext installed, namely 0.12.1.
