texinfo.tex licensing unclear

Every texinfo documentation file copies texinfo.tex into itself by
using the TeX command "\input texinfo".

texinfo.tex is publically licensed under the GPL, and only the GPL as
far as I can tell.

There is no bison.hairy-like exclusion for this usage that I can find.

I conclude that only the administrator of the copyright for
texinfo.tex (ie, the FSF) can legally distribute texinfo documents
under any license but the GPL.

This surely is not the intent of the FSF, which regularly distributes
Texinfo documents which explicitly encourage redistribution under the
FDL.  This looks like a showstopping bug to me.  Please clarify.

In any case, this issue is nowhere documented (again, that I can
find).
