Well, generally speaking it is possible. However, the majority of people
use ASCII in filenames for a variety of reasons. One of them is that
such filenames are difficult to use in <a href> references, since they
must be encoded using %XX replacements (of course makeinfo can do it,
but such names are difficult to refer to from external pages). Secondly,
they are difficult to use in command line :)
In general, I believe it can be made an option. I can implement it.
