MinGW build issues in Texinfo 5.1

From: Eli Zaretskii
Subject: MinGW build issues in Texinfo 5.1
Date: Wed, 20 Mar 2013 19:51:28 +0200

I tried to build Texinfo with MinGW on a system that didn't have
ncurses installed, and the result was that Info wasn't built in that
case, even though the MinGW build doesn't use any curses library.

It turned out that this test was introduced between 4.13 and 5.0, and
I didn't notice because the systems I usually build Texinfo (and where
I tried all the pretests) all have ncurses installed.

This problem will also break the DJGPP (a.k.a. "DOS") build.

The patches to fix that are below.

(Btw, does the fact that I can check out the repository using svn+ssh
and my savannah user name mean that I can commit changes myself?)

        * configure.ac <have_termlib>: Don't bother warning on MinGW as
        well.
