Why not improve the info program?

Because it's a lot of duplicated and wasteful work, and nobody is doing it.

Emacs has to be able to layout info (and html) using both
windowing systems and terminals.  Emacs does a good job of
figuring out and making use of the capabilities of the terminal
(such as highlighting, colours, and mouse support).
The info program does not do as good a job as 'emacs -nw'.
And of course the info program is completely incapable of handling
html or what I call 'hinfo' in my proposed roadmap.
