Follow-up Comment #1:
xboard is only a chess UI, not a chess engine that actually plays the game.
If you or someone writes an engine (or internet chess server) that understand
such a chess variant, it should be possible to play the variant with xboard,
though unchecking "test legality" will probably be required. If no one is
writing such an engine or server, though, there would be no point in adding
support for it in the xboard UI.
One exception: the xboard protocol and UI currently don't provide a way to
skip a turn. It would be possible to add "skip a turn" support, but I haven't
heard of anyone who wants to write an engine that supports a chess variant or
chess-like game that allows skipping a turn. If you meant to say you are
writing one and need UI support, ask again.
Chess itself would be quite different if one could skip a turn, as it would
eliminate zugzwang situations.
