You don't know how much I appreciate your time and help!

This is not something I can live without. I can manage with just the first disk which has the most commonly used packages. I am just being perfectionistic at times. 

I will try to submit to both parties!

Looks ok so far.
The main difference to my amd64 tests is:
  xorriso : NOTE : No proposals available for boot related commands
But we already know that there were no boot related xorriso commands
used when DVD-1 was produced by Debian.

The "Packages" files in the ISOs are compressed:
  /dists/jessie/main/binary-armel/Packages.gz
But that's normal with Binary Packages Indices in Debian repos.

Does such a file exist in the unpacked tree from the merged ISO ?
  /...folder.../dists/jessie/main/binary-armel/Packages.gz

If so: Does it help to uncompress it ?

I am out of ideas and have to confess that i am quite clueless about
Debian repositories.

i had some help by

Especially Zhang Boyang did the testing. Maybe she/he has an idea what is
going wrong with merging armel ISOs. (I know the Zhang family is large.
But maybe you can take advantage of being a namesake :)).
Steve McIntyre is the main Debian Developer of debian-cd, which creates
the installation ISOs. I know him as very busy with many Debian things,
but a while ago he agreed to take merge_debian_isos into his realm,
which has not happened yet, AFAIK. So he might be interested in a bug
report.

I am subscribed to this bug report. So i will get notified and am ready
to participate in a discussion if it emerges there.

Possibly they will point out that Jessie is outdated. So it might be
worth to try whether you get the same problems with
  debian-11.5.0-armel-DVD-*.iso
maybe in a virtual machine.
(I guess that merging DVD-1 and DVD-2 will suffice to demonstrate the
problem.)
