Yeah... things like Rails are community / investment phenomena.  Success
breeds success.  If you want Rails, go use Rails.  The Lisp world has
some mature web relevant things, but I'm not up on 'em.  Inquire in
comp.lang.lisp.

But then you'd have to use Ruby or Common Lisp.  Ugh.  Not in my spare time.
