Googling around, this information does appear to be semi-historical, or at least non-exhaustive.
From http://sourceware.org/binutils/docs-2.16/ld/WIN32.html"2. Create a symbolic link from the dll to a file in the lib directory according to the above mentioned search pattern. This should be used to avoid unwanted changes in the tools needed for making the app/dll."
Official best practices are proving elusive to Google. I'll give it a few more minutes of poking.
