Padding Flags Ignored by %x and %X (Date Utility)

> ■ date +%-X
> 20時01分18秒

Is this intended behavior?  Here is what I expected:

> ■ date +%-x
> 2021年4月23日
> ■ date +%_x
> 2021年 4月23日
> ■ date +%-X
> 20時1分18秒
