Summary: server: add RPC question_info()
Keywords: 

* net/messages.xdr.nw: delated old XDR description no longer used
  (written before switch to RPC). Renaming in type definitions.

* srv/Posbase: the type of elected_responses is now 'int list' instead
  of 'int list option'. The idea of having an option was to
  differentiate between computed and not-computed states for this field.
  I'm not sure it is really useful and complicates (slightly) the code,
  so I deleted it.

* srv/: add RPC question_info().
