  - document correctly new way of launching the server;

  - output log and debug messages in different output files.

  - addition of debug function dbg. log and dbg now print local time.

   messages are for debug (call dbg) except:

   - server start and stop;

   - creation and deletion of questions and responses;

   - all operations related to classification.

* srv/Work: add an error message for all error cases.

* net/messages.xdr.nw: reduce MAX_NUMBER_IDS from 200 to 100, in order
  to reduce maximum possible message size.
