Summary: display Seen, Voted and Updated flags for tags in browser

* gtk2-clnt/Browser: display Seen, Voted and Updated flags for each tag
  in teh browser. The Seen flag is set if all tag's questions have been
  seen. The Voted and Updated flags are set if at least one tag's
  question has been voted on or updated.

* gtk2-clnt/Clsf
  gtk2-clnt/Tags: 

  - modify defined Tree View tag models so as to support the new columns
    in the view.

* gtk2-clnt/Tags: 

  - factorise code in "connect_tag_view" and add to this function an
    optional parameter to display the Seen, Voted and Updated columns;

  - add an optional callback to "add_tag_row" and "fill_tag_store" that
    allows to do specific action on each new row.
