Details:
The tick system is nearly complete. Whats missing is a way to detect if
something is a tuplet, and which.
(tuplet?) could return #f or a number to indicate which kind of tuplet the
current note is.
GetTupletDurationInTicks could be derived from that or, if trivial, it could
be get from C, too and return the tick duration for the tuplet note, but
without dots.
