Are you referring to the command
/ObjectMenu/Directives/Barlines/DoubleBarline
that is, under the Directives menu on the  Object menubar?
Could you check that the file

C:\Program Files\Denemo/share\denemo\actions\menus\ObjectMenu\Directives
\Barlines\DoubleBarline

exists?
What profile (Simple, Arranger, Composer ...) have you chosen?
