Sure it does. You just have to tell it what web browser you want it to
start. (Edit -> Change Preferences -> Externals) I have it set to
"opera", and if I choose the manual from the Help menu, up it pops in my
running instance of the Opera browser. Of course, it has to be a
browser that a) is installed, and b) does the right thing when invoked
with a 'file:' type URL, even if it is already running.
