I received the following message from the Fedora maintainer for denemo:

  I have looked at this and the GTK+ team have removed all timing control
  for tooltips since 3.10 and it does not seem to work properly. I cannot
  build denemo with GTK+-2 as only evince-3 is in the distribution. I have
  worked out a patch to disable tooltips altogether for Fedora. This seems
  better than what is happening at the moment.
