Follow-up Comment #1:

There is a preference to set for this:

Edit->Change Preferences->Command Behavior->Navigate Menus by Keypress

lets you use the arrows on the menus. You can still assign meaning to the
arrows keypresses as shortcuts via the view->Command Center.
