Hmm, it *is* the release 2.3.0 not the development - I guess Jeremiah
is in the process of getting the binaries for the release published.

I've just had a look at Windows 10 documentation, it seems the Temp
directory where the output should be written should be found in your
home directory as
AppData\Local\Temp
(that is, in full C:\Users\<Your Name>\AppData\Local\Temp)
apparently you can get to this folder from the File Explorer by typing
%temp% into the address box.
The permissions on this folder should be set to allow you to write
files to this folder - try creating a new file in it to see if that is
the problem.
