Have you found:

Command: Table of Contents Title
Gives a heading for a table of contents, inserting the table in the
book.
Location: Object Menu ▶ Score ▶ Titles ▶ BookTitles
Internal Name: TocTitle

I think the title is confusing - I think it creates the table of
contents IIRC.
