Details:

When one of 2 voices on one stave is silent, rests on the other are displaced
up or down as expected. To centre them they can be duplicated in the other
voice and use Voices >> Merge Rests.
This fails for Whole Measure Rests (produced by Spacebar) producing a rest
displaced to top of stave. Notes Bar 23 & 24.
