Follow-up Comment #2, bug #61816 (project denemo):

I should mention that to fix an Ossia staff created with the earlier version
you should execute this command:

Command: Hide Empty Staffs on All Systems (Off/On)
Hides empty staffs on the first and subsequent systems (Off/On). See also the
command "Hide Empty Staffs (Off/On)" which keeps all staffs for the first
system.
Location: Object Menu ▶ Movements ▶ Typesetter
Internal Name: HideEmptyStaffsAllSystems

which is what the fix does for you.
