i did not read the entire license; but if that is the only
section in question, that alone appears like the very common
dual-licensing scheme - it is not explicit in that wording,
such that commercial use is not permitted - it is probably just a
poor choice of wording

many software have similar "dual-licensing" terms - mostly
likely, the intention is that a separate license is required,
only if software is to be included in a larger proprietary
program; but that the libre license may be taken otherwise (by
anyone who wishes to comply with the libre terms)

OTOH, i did read enough of it to know that it is clearly not GPL
or even GPL-compatible - it is very misleading that the GPL is
even mentioned, and much more-so that the entire GPL is included
within, to which the "main license" admittedly, adds additional
conflicting terms - the license as a whole appears to be
self-contradictory

withing a single paragraph:
> Covered Software is licensed to you under the terms of the GPL
> ....
> You may not distribute Covered Software or Derivative Works under plain GPL
