xpdf is GPL, but it's not owned by the FSF, so technically we can't integrate it into GNUstep. However, if it is important enough and too hard to do any other way, we can try to come up with a way to integrate it somehow. Perhaps if we take care to separate the code and/or perhaps load it as a bundle, ...
