What on earth is this supposed to be about?
Neither Zem Laski nor any other Apple programmer AFAIK is doing anything
with GNUstep!
He is an official gcc maintainer, and he is just advising GNUstep of
changes made to gcc. So that GNUstep folks can check that those changes
have not broken gcc for building GNUstep.
This is very nice of them, and also sensible because all Apple's
Objective-C code uses the Next runtime. So it easy for them to break
something using the GNU runtime and not notice.
