usually not, but there is a little command line tool for this purpose called junction.exe that does exactly this. Don't know where to get it since i got it from a colleague at work when I was running around invectively because I needed symlinks for a certain task on Windows (I am not an Windows expert, I am forced to use it at work :-( )
