WebKit and URL Loading System

Hi steppers,

this is only a short notice that i started writing a URL Loading
framework that is compatible to Apples URL Loading System in Cocoa.
At first, this framework will be sub-framework of GNUstep WebKit but
it could be used standalone. The implementation is based on libcurl.
I started this work because the features that are provided by the
URL Loading System fit nicely to the requirements of GNUstep WebKit.
