Windows fallback doesn't work in current CVS. It does correctly determine the time zone name but there is a "sanity check" on the timezone name which assumes it's an Olsen filename and so fails:

The abbreviations map and regions are still additional resources, as are many of the GMT +/- zones {which may be needed for proper unarchiving).
