Windows fallback doesn't work in current CVS. It does correctly 
determine the time zone name but there is a "sanity check" on the 
timezone name which assumes it's an Olsen filename and so fails:

2005-04-25 14:44:51.000 gorm[1124] Disallowed time zone name `W. 
Australia Standard Time'.
2005-04-25 14:44:51.000 gorm[1124] Using time zone with absolute offset 0.

Fixed but not yet committed.

Not though, that not all the timezone information comes from the 
standard location. The abbreviations map and regions are still 
additional resources, as are many of the GMT +/- zones {which may be 
needed for proper unarchiving).
