What do you mean? Why do you say so?GSTheme is a theme engine and it is customizable by using pixmaps and by subclassing certain drawing methods. COlor schemes were long since customizable in GNUstep. Thematic.app is a convenient app, currently under development, which allows you to change colors, change the pixmaps, change several icons, insert code and compile it for you and set certain user interface preferences conveniently for the theme (things like the menu style, the scroller position, the scroller buttons placement for example).
Neos is of course just a "Theme", put it in to your Themes directory or tinker with it in Thematic.app
