You somehow interpreted this as 'GNUstep is GPL'd and therefore can't
incorporate Chameleon code'. GNUstep is not GPL'd, and even if it were there
is no problem incorporating permissively licensed code in a restrictively
licensed project - that's the point of permissive licenses.
The problem is that GNUstep is part of the GNU project, and requires copyright
assignment.
That said, there's really no point in incorporating Chameleon into GNUstep. If
it provides a working implementation of UIKit on top of our AppKit
implementation, then you are free to use both projects without the need for
either to subsume the other.
