good idea but for a more largest id you can use:

spanish id in llx_c_pays : 4

400000 to 499999 for spanish module
and 0 to 199999 for french module


example for a module :

module id: 400100

and right permission for a module (if needed):

read: 400101
write: 400102
delete: 400103
etc...
