i wrote a hook module for 3.2  that disables the button, requires jquery although and it's for spanish only, i could post it for all languages if someone's interested

For the moment, nothing available to disable the button "Create invoice" except disabling the module invoice (and that's not what you want).
With version 3.3, you will get two constant to change:

option WORKFLOW_DISABLE_CREATE_INVOICE_FROM_ORDER and WORKFLOW_DISABLE_CLASSIFY_BILLED_FROM_ORDER
