I think I will start this by copying the payment terms functionality. Combo list, defined by a dictionary, defaulted on the thirdparty page, and present on proposal, order and invoice. Even if a module is not enabled, this will work.
As for the place to activate the option, in the thirdparty module configuration seems to be a good place no?
