[Dolibarr-dev] Dolibarr 4.0 freeze.

Hi Dolibarr developers.

As usual, I am a little bit late compared to roadmap for the annoucement of the freeze of version 4.0. I was busy by preparing the next Devcamp in italy for next week. A news should be posted soon on english social networks.

Release candidate version should be ready for end of June, so entering beta now becomes necessary.

Starting from today, the beta period for 4.0 is launched. No new features will be added from PR.

As usual, "started development" are allowed to be continuedto be finished and more complete for final release. Work on not stable modules are still opened because such modules won't be visible by users. Work initialized can also be finished. This include :

- work on accountancy,  

- multicurrency module

- website module

- vat NPR management (still not complete)

- theme enhancement to be more responsive designed

- stock change on shipment closing

- changes to be compliant with new rules/laws

But new features will often be suspended until the branch for 4.0 is created. Then merging PR for new features will be possible again into develop branch.

Also, architecture, reenginering, or best practice code enhancements will be discarded during this period. Instead any help is welcome to fix all opened bug: See https://github.com/Dolibarr/dolibarr/issues

Version 4.0 has a very good compatibility with external modules, so you can already check your external modules are still working with this version.

The Changelog (not yet detailed with new features) provides information on what was necessarly changed and may create regression for external modules.
