I am not sure I follow you: they will be published in the next version
of eLyXer, and hopefully used by LyX packagers. I am looking into how
to use these files on Windows. I have used the Spanish version on my
machine and it seems to work fine.

It needs a bit of fine-tuning though: right now it is taking the
locale for the computer, and it needs to read the language of the
document and use that. Anyway it should be there in the next version.
